State Approval Needed to Build a Hospital
Many think that all that is needed to expand or build a new hospital is a building permit; however, this is not the case. Approval to move forward with such a project comes at the end of a nearly 9 month Certificate of Public Need approval process governed by the State.

Sentara filed a letter of intent on May 30, 2007, and then on July 2, 2007, filed its formal application with the Virginia Health Systems Agency and the Virginia Department of Health to expand Sentara Obici Hospital by 30-beds. Rather than ask for new licensed beds, Sentara has asked permission to transfer 30 existing licensed beds from Sentara Norfolk General Hospital.

The earliest a decision can be expected is December 2007.
