Dr. Hoefer has devoted his practice to surgical oncology, specializing in breast, colorectal, hepatobiliary, pancreatic and melanoma surgery. He has contributed more than 35 articles and abstracts to the literature and won the Hume Award for best paper from the Virginia Surgical Society for his personal series of pancreatic resections. In 2005, Dr. Hoefer developed a Peritoneal Surface Malignancy program at Sentara CarePlex Hospital and since then has performed more than 110 Cytoreductive surgeries with Hyperthermic Intraperitoneal Chemotherapy (HIPEC). Additionally, Dr. Hoefer helped develop the intraoperative radiation program at Sentara CarePlex Hospital, participating the the Targit A International Trial as well as the Targit R trial, both of which have been published.

Dr. Hoefer earned his medical degree from the Philadelphia College of Osteopathic Medicine, followed by general surgery internship and residency at Wilford Hall USAF Medical Center at Lackland Air Force Base, Texas. After completing a surgical oncology fellowship at M.D. Anderson Cancer Center, Dr. Hoefer served at David Grant USAF Medical Center and Wilford Hall USAF Medical Center as a surgical oncologist and as residency training officer in both of these general surgery training programs. During this time, he also served as consultant to the surgeon general for cancer surgery. Dr. Hoefer returned to active military service in 1990 as chief of surgery for the 159th MASH stationed in Iraq during the Persian Gulf War.
